USA Patriot Act

This act is established to deter and punish acts of terrorism within the country and worlds by enhancing the law enforcement and other purposes that deal with criminal issues. This will help strengthen the measures that prevent, detect, and prosecute acts of terrorism or financing terrorism. In TITLE I to X, it primarily focuses on enhancing domestic security and surveillance procedures, international laundering of money, protecting the border, remove obstacles to investigate terrorism, provide for victims, families and public safety officers, increase information sharing, strengthen criminal laws, and improve intelligence. It focuses on expanding the United State’s tool and enhancing the current resources to handle terrorism. (H.R.3162, n.d.) Established a month after 9/11.
Intelligence Reform Act
This act is to reform the intelligence community and intelligence, also intelligence-related activities of the United States. In TITLE I to VIII, it explains the primary focuses of this act, which are reforming intelligence community that require reorganization and improvement, Federal Bureau of Investigation, Security through clearances and transportation, protection in borders, immigration and visas, prevention of terrorism, and other matters. (Public Law 108-458, 2004.) Established three Years after 9/11.

After the 9/11 terrorist attack, these acts have the primary goal of protecting and securing the country from potential terrorist attacks. Each act provides information that explains the direct mission and procedure to follow to make it possible. These acts consider every scenario and reaches every jurisdiction that focuses on terrorists and where they might have entered the country, if it is through immigration or crossing the borders, the goal is to make entering the United States more secure and protective. Patriot Act and Intelligence Reform Act focus on enhancing communication and security through surveillance and procedures on handling terrorist attacks. The main priority is the prevention of the potential terrorism that may occur, as it did on 9/11. These acts are created as a precaution, so we are better protected and prepared for the possible next attack, without the devastating turmoil that comes with it.

Intelligence Reform Act
After 9/11, the intelligence agencies were unprepared for the new enemy, so they needed to adapt to the “post Cold War” environment and needed to learn of the new enemies that pose a threat by making it a priority for law makers. This act focused on the structure of intelligence and what needed to be enhanced. The central leadership lacked institutional and budgetary power that prevented the influence to lead, direct, or coordinate. Information sharing was that the structures and policies were impeded and prevented from sharing important intelligence through agencies. Prior setting, collection and analysis, and human capital were not sufficient. The attacks and concerns created a sense of urgency to bring on this reform effort. (Rosenbach, Peritz, 2009.)

It will help strengthen procedures that help prevent, detect, and prosecute acts of financing terrorism. Pay attention to criminal abuse in foreign jurisdictions, foreign financial institutions, and classes of international transactions, also require all appropriate element in the financial services. It strengthens measures that prevent the use of the U.S. financial system for personal gain. The main focus of this act is the financial concerns that might be related to foreign or terrorism.
